Convert number of bytes to number of characters

Documentation

Convert number of bytes to number of characters. Given a number of bytes in a given string, this function determines the number of characters.

Returns:: The number of characters
Parameters:: charSetID - Specifies the charset ID of the text
text - Specifies the text
byteCount - Specifies the number of bytes
