Set up charset internal data by meta charset

Documentation

Set up charset internal data by meta charset. Given a charset name, this will set up i18n private charset info which is obtained by a given context. Input charset name should be obtained from HTML META tag.

Parameters:: context - Context to be set up.
charset_tag - Charset name as an input (e.g. iso-8859-1).
